L Asphalt Corporation's controversial proposal. Plans to build a new hot mix asphalt plant in the city of Hamburg will go before the city's planning authority next week as the project's environmental review continues and two months later, the city council has effectively banned asphalt plants.
Cheektowaga plans to build the facility using the 53-acre site south of Elmview Road zoned for heavy industry at 5690 Camp Road. The site is used for concrete and plant mixing and truck maintenance, and there is a vacant lot to the south of the industrial areas.
The proposed asphalt plant covers less than one hectare. At 70 feet tall, the silos will be the tallest feature, but they are smaller than the cement-concrete storage silos elsewhere on the property.

It is planned to produce 300 tons of asphalt per hour between April and November and an average of 100,000 tons during construction.
But since it was first launched in the city in 2019, it has caused a lot of opposition. Opponents quickly gathered through website and online petitions and packed planning board meetings. The company soon faced new opposition, moving the plan to Niagara County and then back to Hamburg. And in January, the city removed asphalt processing plants as allowed under the proposed zoning and segregated them citywide in a new comprehensive plan.
In response, the owner of the property threatened to sue the city, which the application of the new facility is still pending. The project has been subject to environmental assessment by the city's planning authority for more than three years. The DEIS and project status will be reviewed by the Planning Commission on April 5 at 7:00 p.m.
On April 5, Hamburg's Retail Planning Council approved 4100 St. Francis Drive, which includes Lake Shore Road and 3800 Hoover Road LLC, a two-story, seven-unit condominium development at 3800 Hoover Road at the intersection of Bayview Road. Both projects are signed by Carmina Wood Design.
Benderson Development also plans to buy a Bank of America branch on Southwest Blvd. Cut 5334 and 5340 and replace with a 6,998 square foot building.
